Mindanao LGUs Add eBOSS Compliance to ARTA. The Anti-Red Tape Authority (ARTA) has recently announced that six local government units (LGUs) in Mindanao have achieved full compliance with the electronic Business One-Stop Shop (eBOSS) system. This development is a significant step toward improving business processes in the region and reducing bureaucratic red tape.
In a statement released on Monday, ARTA identified Davao City, General Santos City, Malaybalay City, Tagoloan, El Salvador City, and Dapitan City as the newest LGUs in Mindanao to establish full compliance with eBOSS between May 3 and May 31. The addition of these LGUs brings the agency closer to its goal of having 200 fully compliant LGUs by the end of the year.
What is eBOSS?
eBOSS is a centralized portal designed to streamline the renewal and application process for business permits. The system is a collaborative effort between the Department of the Interior and Local Government (DILG), the Department of Information and Communications Technology (DICT), the Department of Trade and Industry (DTI), and ARTA. The aim is to simplify business registration and eliminate unnecessary bureaucratic procedures.

Legal Framework
The establishment of eBOSS is mandated under the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which required all LGUs to implement the system by June 17, 2021. Despite this deadline, full compliance has been gradual, with ARTA continuously working to support LGUs in meeting the requirements.
Current Compliance Status
As of June 7, 36 LGUs have fully established the eBOSS system. These include several key cities in Metro Manila such as Parañaque, Quezon City, Manila, Valenzuela, Muntinlupa, Navotas, Malabon, Marikina, Pasay, and Mandaluyong. In Luzon, cities like Batangas, Balanga, San Fernando, Ilagan, Antipolo, Dasmariñas, Bacoor, Carmona, Legazpi, Bacnotan, Biñan, Calamba, Baguio, and Baras have also complied.
In the Visayas, Lapu-Lapu City and San Roque City in Northern Samar have established eBOSS. Meanwhile, in Mindanao, the compliant LGUs now include Cagayan de Oro, Manolo Fortich, Jasaan, Guinsiliban, Davao City, General Santos City, Malaybalay City, Tagoloan, El Salvador City, and Dapitan.
